Luisa M. Freeman is a senior consultant to public and private sector energy clients through TRC Companies,
where she is currently serving as program manager of the New York State Energy Research and
Development Authority’s Clean Transportation Prize program. Luisa holds degrees in economics and
economic geography and has extensive experience in clean energy, energy efficiency, renewable energy
technology and distributed generation policy and programs for government and private industry clients in
the US and internationally. She specializes in the design. management market assessment and evaluation of
innovative clean energy programs an pricing; business and customer needs, preferences, and satisfaction.
From the start of her career with US Department of Energy at Oak Ridge National Laboratory, she held
management positions at a major gas and electric utility and management consulting firms including Black
and Veatch, DNV and TRC. Ms. Freeman has served on the Boards of Directors of the Smart Energy
Consumer Collaborative and chapters of the Association of Energy Services Professionals. Her current work
with NYSERDA involves investigating the broader impacts of mobility and clean transportation options on
grid management, rates, electrification and the residents and businesses in the communities where clean
transportation solutions are implemented.
