Elizabeth Buehler is the Director of Innovation & Project Management for Salt Lake City, where she leads the City’s Innovation & Project Management Division, a team dedicated to helping Salt Lake City run more smoothly by leading technology and citywide projects and improving how government works both internally and with the public.

In her role, Elizabeth oversees the strategic planning and execution of complex initiatives that drive operational priorities, support collaboration and idea-sharing across departments, and help teams navigate large-scale organizational change through best-in-class project and change management practices. Her division equips City departments with tools and strategies—from process improvement and roadmap development to risk management and change management training—that streamline workflows, increase efficiency, and result in impactful improvements for constituents.

With over 20 years in local government, Elizabeth brings experience in Planning, Civic Engagement, Homeless Services and Facilitation to her work. She is passionate about driving smarter delivery of public services and advancing data-informed decision-making across local government.
