Preston is a Traffic Engineer and Project Manager for ITS Projects across the country, as well as signal timing and design.  He holds a Civil Engineering Degree from University of Wisconsin and an MBA from University of Illinois with a focus on data analytics.  Responsible for all technical aspects of the Signal Coordination and Timing projects including: data collection, data analysis and timing plan development. Responsible for implementing the optimized timings and fine tuning operations. On ITS projects, implemented phasing recommendation for the ATMS system, including a signal system inventory, traffic signal system review, and Traffic Signal Incident Response Plans. Developed many of the regional guidelines for evaluating and implementing Traffic Signal Priority (TSP) for transit organizations. Provided local municipalities with high risk intersection analysis, as well as design work on roadways and intersections.

Projects include large scale up to statewide (Michigan, Illinois), Tollways (Indiana, Illinois, Rhode Island), County (Lake County), City (Chicago), and managed lane specific (Michigan, Virginia, Illinois, New York).

Areas of expertise include the Signal Coordination and Timing (SCAT) process, ATSPM, signal timing plan development, emergency response plan coordination, Concept of Operations creation, software design.
