He is certified as a LEED Accredited Professional and ENV SP, with additional qualifications in data analytics and machine learning from MIT Media Lab. With over 19 years of combined professional and academic experience, his expertise encompasses climate resilience, smart city planning, project management, innovation, and technology.
Carlos has held various leadership positions, including Infrastructure Project Manager at the City of Miami Beach, FL, and Southeast Region Water Resources and Resilience Lead at AECOM. In his role as the Innovation Manager at the City of Colorado Springs, CO, he has led the Smart Cities Program, focusing on enhancing urban resilience and sustainability. Throughout his career, Carlos has made significant contributions to climate adaptation and infrastructure resilience. Notably, his work with the City of Miami Beach led to the submission of a groundbreaking proposal for the Bloomberg Challenge, advancing the city's flood monitoring capabilities. He has collaborated with federal agencies such as DOE, USDOT, FEMA, NOAA, NIST, and NASA on studies quantifying the economic and social benefits of climate-resilient infrastructure. During his Ph.D. studies, Carlos developed integrated models to assess water interactions in response to environmental changes. He has presented his research at national and international conferences, demonstrating his commitment to advancing environmental science and engineering. Additionally, Carlos has led technology projects focusing on predictive analytics, GeoAI/digital twins, and artificial intelligence for pollution prediction and stormwater system modeling.
