Participatory Budgeting Program Administrator

Kiki Turner is the Participatory Budgeting Program Administrator for the City and County of Denver, where she leads the process to expand civic engagement among residents. In the program’s pilot yearin 2022, Kiki engaged over 4,000 residents and was successful in connecting with those who face barriers to traditional processes, including youth, undocumented residents, currently incarcerated individuals, and people experiencing homelessness.

Prior to her role as program administrator, Kiki spent five years working as the Deputy Director of Communications and Public Affairs for the Denver Department of Finance, where she aimed to demystify municipal finances for the public. Kiki oversaw communications for the city’s $1.2 billion of bond-funded projectsand led the community engagement process for Denver’s $308 million allocation of American Rescue Plan funding, a process featured as a best practiceby the Biden Administration. 

Kiki earned her master’s degree from the University of Colorado Boulder studying political communications and civic engagement. Grateful for the opportunity to align her passions with her career and work as a practitioner in this field, Kiki hopes to continue collaborating with the community to advance deliberative democracy in Denver.
