Dr. Hardie Davis, Jr. is a nationally respected executive whose career spans engineering, infrastructure development, transportation policy, and public-sector leadership. He serves as President and CEO of SkyBridge Firm LLC, a premier advisory and public affairs consultancy supporting municipalities, corporations, and national organizations in navigating complex regulatory environments, delivering capital projects, and securing strategic public-private partnerships. Under his leadership, SkyBridge has helped clients obtain multimillion-dollar funding commitments, advance transportation and infrastructure initiatives, and strengthen relationships across federal, state, and local government.

Dr. Davis began his career as a Systems Engineer at the U.S. Department of Energy’s Savannah River Site, holding DOE Q-Level Top Secret Clearance. He led nuclear security compliance, developed operational protocols, and delivered system upgrades that increased safety and reduced audit costs by more than 30 percent. At Monsanto, he advanced to Lead Process Control Engineer, optimizing complex industrial water, automation, and environmental systems, generating over $300,000 in annual savings, and supporting major capital improvements.

His technical expertise laid the foundation for a distinguished public service career. As a State Representative and State Senator, Dr. Davis shaped statewide infrastructure and transportation policy, playing a key role in advancing the Transportation Investment Act (HB 277), Georgia’s historic transportation SPLOST legislation. He helped modernize regulatory frameworks, improve mobility options, strengthen freight and logistics planning, and expand statewide investments in roads, bridges, transit, and broadband. His legislative work also included juvenile justice reform, tax modernization, and programs that protected $176 million in federal benefits for more than 22,000 Georgians.

Elected the 84th Mayor and CEO of Augusta, Dr. Davis led one of Georgia’s largest consolidated governments, overseeing a $1.09 billion enterprise and 2,800 employees. He championed significant capital investments across transportation, mobility, stormwater, and public works, including arterial road expansions, resurfacing programs, transit fleet upgrades, ADA accessibility improvements, airport enhancements, and multimodal corridor designs. He helped secure more than $178 million in Bipartisan Infrastructure Law funding for clean energy and advanced manufacturing infrastructure at Solvay. He partnered with state and federal agencies to deliver the $126 million Georgia Cyber Innovation and Training Center. His administration launched Green Augusta, delivering the state’s largest municipal solar project, transitioning 20 percent of the fleet to alternative fuels, and integrating sustainability into long-term infrastructure planning.

Dr. Davis is a nationally recognized thought leader on smart cities, mobility, climate resilience, affordable housing, and public-private partnerships. His leadership includes serving as past President of the African American Mayors Association and holding roles with the U.S. Conference of Mayors and National League of Cities, while co-chairing national task forces on technology, innovation, and equity.

Dr. Davis holds a B.S. in Electrical Engineering from Georgia Tech, advanced ministry degrees, and executive training from the Bloomberg Harvard City Leadership Initiative.
