North Carolina 911 Board

For nearly 30 years, L. V. Pokey Harris has been employed within the emergency services realm of public safety. Pokey has extensive knowledge and experience in 911, public safety communications, emergency management, and local government/private sector management. As the Executive Director of the North Carolina 911 Board, she serves as its chief administrative officer tasked with the responsibility of administering the affairs and business of this policy-making Board, including the nationally recognized deployment of the statewide ESInet. 

Ms. Harris has a master’s degree in public administration with a concentration in Emergency Management from Jacksonville State University. She currently serves as the President of the National Association of State 911 Administrators (NASNA). She is a member of the National Emergency Number Association (NENA), and Association of Public Safety Communications Officers (APCO). She is certified as an Emergency Number Professional (ENP). Pokey has held certification in Emergency Medical Dispatch (EMD) and Emergency Fire Dispatch (EFD) and possesses various certifications for the National Incident Management System (NIMS). She serves on the NC Statewide Interoperability Executive Committee (SIEC) and the NC Geographic Information Coordinating Council (GICC).
