
Dr. Michael Owens is a visionary public servant, cybersecurity expert, and decorated veteran, currently serving as the inaugural Mayor of the City of Mableton, Georgia. Elected in April 2023, Mayor Owens made history by becoming the city’s first mayor following its modern incorporation. With a career spanning over 25 years, Mayor Owens is a nationally recognized leader in cybersecurity, technology innovation, and public sector transformation. He has served in leadership roles across the military, global corporations, startups, and nonprofit organizations.
Mayor Owens is a wartime veteran of the United States Marine Corps, having served eight years with specialization in communications, engineering, and counter-intelligence. He continues to support national security efforts through his ongoing service in the U.S. Marine Corps Cyber Auxiliary, where he advises on cyber readiness and digital defense.
Mayor Owens is the President and CEO of the U.S. Global Center of Cyber Policy, a non-partisan organization that provides expert analysis and thought leadership on cybercrime, cyberwarfare, and digital policy for governments at the federal, state, and local levels—both domestically and internationally. He previously led the Global Cybersecurity, Cybercrime, and Critical Infrastructure Program at Ernst & Young (EY) within the Forensics and Investigations division. In that role, he shaped the firm’s global cybersecurity strategy, focusing on breach response, risk assessments, and threat intelligence.
At Cisco Systems, Mayor Owens directed the Advanced Services, Public Sector team for the Southeast United States and New York, delivering cyber and IT solutions to a broad range of government agencies. His international experience includes cybersecurity and national security engagements in over 100 countries, where he has worked alongside senior leaders in countries including Ukraine, England, China, Brazil, and Australia.
