Hillary Orr is the Deputy Director for Transportation for the City of Alexandria, where she leads Transportation Engineering, Planning, and Mobility Services with a focus on smart mobility, transportation technology, and government innovation. With nearly 20 years of experience in local government in New York City and Alexandria, she is passionate about connecting cities and private partners to share knowledge and accelerate how technology can improve urban mobility.

Hillary serves on the Boards of the Alexandria Transit Company, the Intelligent Transportation Society of Virginia, and formerly served the board for CivStart—a nonprofit that helps GovTech startups partner with local governments. In addition to her public-sector role, Hillary serves as a strategic advisor to traffic technology companies, startups, and transit agencies—bridging public needs with private innovation to accelerate smarter, more collaborative solutions for cities. She holds a B.A. from Wake Forest University and a Master of Public Administration from the Maxwell School at Syracuse University.
