
Council Member Mario Castillo is a dedicated public servant, lifelong Houstonian, and advocate for inclusive, community-driven leadership. Born and raised in District H, his passion for service is rooted in the neighborhoods he now represents. His journey in public life is shaped by his family’s deep ties to the community and his belief that government should be accessible, responsive, and solutions-oriented.
A graduate of the High School for Law Enforcement and Criminal Justice, Mario continued his education at Texas A&M University, earning a bachelor’s degree in Political Science and a master’s degree in Public Health. His career has centered on bridging policy and community needs, from helping families access health insurance under the Affordable Care Act with Enroll America to supporting the development of quality affordable housing through his service on the Board of the Houston Land Bank. He later served as Executive Director of Your Houston, a nonprofit dedicated to improving quality of life across the city. Elected to represent District H in December 2023 and inaugurated in January 2024, Mario quickly focused on initiatives that reflect his commitment to safety, leadership development, and civic engagement. In his first year, he established the District H Patrol, launched District H Horizons, hosted 53 community engagement events to maintain a direct line between residents and City Hall, and passed two budget amendments strengthening Houston’s animal control operations.
Mario has emerged as a local leader in resilience with the launch of Resilient H, a districtwide effort for neighborhood level resiliency across District H. The initiative promotes practical, community-centered strategies, enhancing park space and tree canopy, improving resilient infrastructure, and supporting home weatherization to lower energy bills. Building on this commitment to innovative, equity-driven leadership, Mario partnered with the Office of Business Opportunity, the Montrose Center, and the Greater Houston LGBTQ+ Chamber of Commerce to establish Houston’s first LGBTQ+ Economic Empowerment Coordinator, expanding access to workforce programs, small business resources, and city services for LGBTQ+ Houstonians.
Mario serves as Vice Chair of both the Budget & Fiscal Affairs Committee and the Arts & Culture Committee. Beyond City Hall, he is a lifetime member of the National Association of Latino Elected Officials and an active member of several national and local organizations focused on public safety, leadership, and inclusive economic growth. Through every initiative and partnership, Mario remains focused on building a Houston where every resident feels safe, supported, and prepared for the challenges ahead, and where every neighborhood has the opportunity to thrive.
