San Diego Metropolitan Transit System (MTS)

Bill Spraul is the Chief Operating Officer of Transit Services for the San Diego Metropolitan Transit System (MTS).  Bill has responsibility for the bus system, including an 800 bus fleet that includes fixed route, commuter, BRT/Rapid service, and paratransit services, operated by both MTS and contractors.  Bill’s responsibilities include all bus operations, including 1,900 employees providing transportation and maintenance, facilities, revenue, and support services which includes the agency’s customer facing pieces such as Customer Information and Customer Service.

Prior to San Diego MTS, Bill was employed by Transdev, Inc., where he served as the CEO/General Manager of TRANSPO, the public transit system in South Bend Indiana, and was also involved with business development, operations oversight and transition and start-up.  Bill started his transit career at SORTA in Cincinnati, Ohio where he led all aspects of Operations, including maintenance, transportation, operations, and paratransit.

MTS is a leader in proactively implementing emissions-reducing, clean technology and fuels.  Almost the entire bus fleet runs on renewable natural gas, low NOx engines or propane. At MTS, Bill oversees the fleet technology program and the agency’s zero emissions bus technology efforts, which currently includes a ZEB Pilot Project.  This multi-year, $10 million plus demonstration project is intended to provide detailed analysis and guidance to MTS as it prepares for the 100% ZEB fleet that will soon be required by the state of California through the Innovative Clean Transit Rule.
