David Young currently serves at the Chief Technology and Operations Officer for the Nebraska
Investment Finance Authority. Mr. Young previously served as CIO for the City of Lincoln and
Lancaster County, NE where he led the Lincoln Broadband initiative, a nationally recognized
public-private partnership model for the deployment of competitive broadband infrastructure in
urban environment, and the Lancaster County Broadband Project, an ARPA-funded rural
broadband infrastructure project. Additionally, Mr. Young represented the National League of
Cities as the Co-Chair of the FCC Broadband Deployment Advisory Committee and currently
serves as the Co-Chair of the IEEE Future Networks Deployment Committee. Mr. Young’s
recent project list includes the creation of iLNK, a public partnership with the University of
Nebraska focused on wireless research for public safety, next generation ag-tech, and urban
wireless, 5G Small Cell deployment, Public Wi-Fi and Low-Cost broadband development
