Andrew Halbrook is the Public Works Utilities Manager for the City of Ruston, Louisiana. Working for the City of Ruston has afforded him the opportunity to manage large infrastructure projects from inception through completion, while exploring Smart City solutions to be integrated into surrounding environment to enhance operational efficiencies and improve the user experience. Over the last five years he has been involved with every municipal utility, ranging from water and sewer, the overhead utilities of electric and fiberoptic telecommunications, and road, bridges and drainage. Since 2018, he has been heavily involved in grant proposals, which has collectively secured over $30 million in grants for the City of Ruston. Most recently the City of Ruston has received a $17.2 million US DOT BUILD Grant and a $3.5 million Economic Development Agency grant, where both grants work to integrate Smart City solutions into existing infrastructure.
