Paul Hoekstra

Mobility BU Director U.S.A.

TNL Mobility Inc.

As the TNL USA Mobility Business Unit Director, Paul is building a laser-focused coalition to tackle the challenge of moving people and goods through urban infrastructure. Citizen and business-centric end-to-end fully integrated services provide large, measurable improvements in terms of multi-mode prioritization, red-light delay reduction, safety insights, technology, and cultural changes. Fundamentally, we seek to provide city planning, transportation, transit, and elected officials with dynamic control over mobility, reduce operational costs, increase transit performance, and ultimately deliver on the livable city promise.

At the core of the technical solution is the 37+ year-old market-leading traffic flow optimization, which has been operational in 28 of the 30 largest cities in the Netherlands for decades. Leveraging this has proven dramatic improvements in San Francisco during a PoC and is operational in Marysville and Dublin, Ohio, as part of the largest multi-model traffic flow optimization project in the USA. Around this core, we have built, tested, and deployed USA client-specific processes, digital twins, communication protocols, implementation best practices, and cyber security to ensure safety remains embedded in the current infrastructure; it is highly scalable at an economical price point.

As we are 100% employee-owned without any external investment, our prioritization is done by seeking the benefit return over the profit return. With the proven solution open for reference visits, we have entered the phase of onboarding leading universities, engineering firms, and technology partners. Funding through grants, Public-private partnerships, and bridging cash flow are options where TNL would share in risk mitigation.

The USA is pivoting to a new bright future, and I couldn't be more excited to work together on realizing my contribution to turning traffic signals red/green a little smarter... Paul regularly speaks at conferences and webinars and holds a Master of Science degree from Twente University, The Netherlands. He has been in the USA since 1996 and holds US+NL dual citizenship.
