Dr. Ashley MacQuarrie-Tomey is a Principal Investigator, Program Director and one of the founders of Communities Speak. She is also an Associate Research Scholar and faculty member at Columbia University's School of International and Public Affairs. She earned her PhD in Politics and Education at Columbia University's Teachers College focusing on Public-Private Partnerships as a new vehicle for policy reform, her Masters at Columbia University's School of International and Public Affairs concentrating in Urban Social Policy, and has two Bachelors of Science in Engineering.
Dr. MacQuarrie specializes in public-private partnerships, policy reform, education reform, data-driven policymaking and data-driven community engagement which she has practiced over the last 15 years working for the departments of education in both New York City and her native Detroit. She has also served as a consultant to multiple community-based organizations and philanthropies on reform efforts, and partnering with public education and other local social service departments. Prior to this work, Dr. MacQuarrie was also a practicing engineer and leader in the for-profit sector. Some of Dr. MacQuarrie's most significant efforts in public-private partnerships include her work with Detroit public schools on the Persistently Failing Schools Turnaround Network forming the partnerships with United Way of Southeastern Detroit, Ford Motor Company, GM Motor Company, Quicken Loans, and others, as well as working on New York City Department of Education's Computer Science for All initiative, which is the largest public-private partnership in the city's history and included lead partners Microsoft, Google, Etsy, and Girls Who Code among others. Dr. MacQuarrie has also worked with New York City's Department of Environmental Protection, Bloomberg Philanthropies, Elton John AIDS Foundation, The Rainforest Foundation, The Circle and the Skillman Foundation among others.
Now as a PI and Director of Communities Speak, she brings her wide experience and skills to leading efforts with cities across the country in applying a framework which incorporates rigorous policy research and adaptation with human and data-centered design which places community needs at the forefront to address both cities' urgent shocks and longer-term challenges.
