City of West Hollywood

Francisco Contreras, AICP is the City of West Hollywood's Innovation Manager.  He leads the city’s civic innovation program that explores the introduction of new technology and smart infrastructure to enhance the city’s delivery of services and community experience. 

Francisco’s team developed and is responsible for the implementation of the West Hollywood’s Smart City Strategic Plan that prepares the city to incorporate breakthrough technologies and data analytics to improve the community’s overall quality of life.  Current projects include a smart city public safety pilot focusing on enhancing safety through video and sensor technologies and a smart bus shelter program. 

Prior to innovation, Francisco worked as a city planner in West Hollywood and Lomita, CA.   Francisco earned a Bachelor’s Degree in Urban Studies from Stanford University and dual Master’s Degrees in Architecture and Urban Planning from UCLA.
