Bret Waters was born and raised in Tulare County, California.  He earned a Bachelor of Science degree in Psychology from Brigham Young University and a Master of Arts degree in Leadership from Fresno Pacific University.  Bret worked as the Emergency Manager in Tulare County, California, and directed Homeland Security efforts and Public Health emergency planning. 

In June 2005, Bret was named as the Director of the Office of Emergency Management for the City of Colorado Springs.  While in this role, Bret coordinated several emergency and planned events, including the City’s Emergency Operations Center during the Waldo Canyon Fire and Black Forest Fire. 

In 2014, Bret was appointed as the Deputy Chief of Staff for the City of Colorado Springs.  Bret has oversight over Information Technology, Support Services, Emergency Management and variety of other city functions.  In January of 2018, Bret recommended the creation of the Office of Innovation and Sustainability that he also oversees.   

Bret has been an adjunct instructor at the University of Colorado, Colorado Springs and was also selected to attend the Executive Leadership Program at the Naval Postgraduate School.
