Lynette Hall is the dedicated Community Engagement Manager for the City of Sacramento, leading a dynamic team committed to designing and implementing effective strategies that engage, educate, and empower the community. In her role, Lynette co-leads impactful initiatives, such as a national cohort with PolicyLink, focused on reforming fines and fees that disproportionately affect residents of color and those with low income. She is currently playing a pivotal role in the CityStart Initiative, focused on creating a blueprint to bridge the wealth gap for Black residents.

In addition to her primary role as the Community Engagement Manager for the City of Sacramento, Lynette assumes additional responsibilities overseeing both the Volunteer Services Program and the Financial Empowerment Center. In this capacity, she plays a crucial role in advancing the overarching objective of providing residents across the city with access to essential financial services and assistance. The City of Sacramento’s Financial Empowerment Center, under Lynette’s guidance, offers FREE professional one-on-one financial coaching for residents of the City and County of Sacramento aged 18 and above.

Lynette has been recognized and received several awards from both local and state entities for her innovative best practices used to inform the public about City’s activities and resources. Her efforts include organizing community meetings and focus groups, attending outreach events, and implementing marketing programs to address cultural and language barriers, including the award-winning Community Ambassador Program. As the co-leader of the Neighborhood Development Action Team (NDAT), Lynette collaborates with City departments and partner agencies to ensure Sacramento’s neighborhoods and commercial districts reflect a sustainable, resilient, and inclusive economy.

Prior to her current role, Lynette served as the Senior Supply Chain Responsibility Manager at Pacific Gas and Electric Company, overseeing the Small Business and Disabled Veteran Business Enterprise Program. In this capacity, she played a crucial role in ensuring over 40% of contracting dollars were allocated to diverse and disabled veteran-owned companies, amounting to over $2.5 billion in annual spending. Her commitment to excellence earned her the prestigious 2016 CalPERS Achieving Performance Excellence Award, among other accolades. Lynette’s passion for fostering thriving communities extends beyond her professional life. Recognized with the 2022 NAACP Women in Leadership Award and the 2020 Sacramento Cultural Hub Exceptional Woman of Color Award, she has also been honored for her advocacy with awards such as the 2015 California State Agency Recognition Small Business Advocate of the Year Bronze Award and the 2014 California Small Business Advocate Innovation Program Award.

Drawing from her early career in policy advocacy, Lynette brings a wealth of experience to her community engagement role. A proud graduate of Clark Atlanta University with a B.A. in Psychology, she is actively involved in the UC Davis Community Advisory Board and cherishes most her role as a mother to Gabrielle.
